Can owner will be able to track his bike status and can be able to connect with his bike.

No. As I have experienced many times due to low network map doesn’t work or app does not get sync
I think its normal mobile technology. 4G e-sim it might have a number too. Probably connection category will be data only. For me they told it is Jio connection.

A jammer is meant to block mobile network connectivity. The 450 and 450X use 4G connectivity, and hence it will get affected in case there’s a cell jammer.
