I have noticed this in my portable charger once. But the charging stopped at 82% and I didn’t get a charging completed notification.

Optimised charging was on and still it charged to 82%.
Yup it’s load balancing on the cell hence it shows a higher charge, but you’ll observe that on %/km basis the 2% extra doesn’t last as long as the remaining 80 when you start riding.

Yeah… it dropped 1% in the first 200m itself.
Notification on android is a hit-and-miss situation for a long time depends on model, latest update, android version, notification settings etc. iOS app is a bit better with the promptness of notifications.
